Can you fight a speeding ticket from the local police issued me with a chronometer?

He did not use radar or follow me enough time. He used a stopwatch. Is this accurate? Because he wrote a very precise number on my ticket. Can I fight this? (Pennsylvania, USA)

I know of no agency in my area that use that method, but I have heard of it before. If you think about a mathematical equation simple to measure a distance on the road, then the time it takes the vehicle to travel the distance from which one can calculate the speed. It is so simple that I do not know who would some good defense, provided that the officer can testify that he witnessed his journey he measured distance and schedule.
